When we buy a product and eat it in a restaurant, we need to pay 100 yen plus 10% consumption tax, so that is 110 yen in total.

When we buy a product and eat it in a restaurant, we need to pay 98 yen plus 10% consumption tax, so that is 108 yen in total.
When we buy a product and take it out, we need to pay 100 yen plus 8 % consumption tax, so that is 108 yen in total.
That is to say these restaurants discount 2 yen and keep the price which includes consumption tax.
These restaurants decided that they make the same price including the consumption tax when consumers eat it there and take it out. It means that they discount 2 yen to make the same price including the consumption tax.
