When foreign students want to get an investor/business manager visa as soon as they graduate from Japanese universities, they need to go back to their home countries and apply for an investor/business manager visa there. That is to say foreign graduates currently cannot change their visa status from a student visa to an investor/business manager visa in Japan. However, with the proposed revised law, some foreign graduates who would like to get their investor/business manager visa and establish their businesses in Japan will no longer have to spend time and travel expenses because they need not to go back to their home countries anymore.
Japanese government will submit the revised law in October this year, foreign students can change their visa status in the respective National Strategic Special Zone while they are learning in universities or after graduation. The investor/business manager visa holders can stay in Japan for a span of 5 years. According to statistics, 712 foreign people changed from a student visa to an investor/business manager visa in 2017.
I think that the population of foreign founders will gradually increase in Japan.
